【棄賽醜聞交涉內容曝光】
——澳門足總一早「代表」球員及家人表態拒絕出賽

澳門足總的世界盃棄賽醜聞塵埃落定,球圈罵聲四起,甚至有球會無聲抗議,足總與球員球迷的關係癒合無期,而交涉真相更未查明。足總主席在6/6記者會承諾「公開(交涉文件)係可以嘅」,故我在14/6致函跟進文件公開等八大問題,並希望於一週內即最遲在21/6答覆。

足總在限期前透過專門聘請的律師聯絡我,以「不便公開完整文件」為由,僅願意當場查閱和筆錄交涉的書面和電郵信件(不得攜離)。經查閱,發現足總在賽前超過10日,懷疑在未徵得球員同意的情況下,私自「代表」球員及家人表達對比賽的「安全擔憂」和「精神壓力」,故拒絕前往斯里蘭卡出賽。

【7/5】澳門足總 (MFA) 去信FFSL,建議6/6主場及11/6客場賽事都改到中立場舉行。

【13/5】斯里蘭卡足協 (FFSL) 答覆維持次回合於當地舉行,並建議首回合改在馬爾代夫。

【14/5】MFA答覆FFSL:正準備首回合改在珠海中立場的前期工作,正待珠海方面消息。

【16/5】MFA確認首回合於珠海舉行的時間等比賽細節。

【23/5】MFA就憂慮次回合到斯里蘭卡作賽的安全問題,去信並徵求亞洲足協 (AFC) 的意見。

【28/5】AFC答覆MFA表示關注,並與國際足協 (FIFA) 共同要求斯里蘭卡提供詳細的安全保障方案,包括又要求斯里蘭卡政府保證和協調次回合賽事。同日,AFC去信FFSL要求在4/6前提交:1. 斯里蘭卡政府發出確保賽事安全的保險書;2. 斯里蘭卡相關部門提交的保安計劃;3. 場地安全證書 (Stadium Safety Certificate);4. 賽事舉行期間的保安計劃。

***【30/5】MFA再向AFC表達安全憂慮,指澳門政府仍對斯里蘭卡發出旅遊警示,故無法在澳門為球員購買保險,又特別提到「#我們的球員都已經表達對自身安全和所遇到精神壓力的關注,球員們因而拒絕出賽,結果令我們未夠足夠人數參賽。(Also our players have expressed their concern about personal safety and the mental stress they have to encounter and refused to participate in the competition, this will result in not enough players to participate in the competition.)」

【4/6】AFC答覆MFA:已於28/5向FFSL要求提供詳細的安全保障計劃,及由當地部門發出的保證書。

【5/6】MFA再去信FFSL,強調相信和信任(believe and trust)斯里蘭卡會提供最好的安全保障,#但重申亦要尊重球職員及其家人的憂慮。MFA已向FIFA和AFC要求協助重新安排次回合於中立場舉行,並願意商討由此衍生的支出,否則MFA將可能棄賽。

【7/6】首回合澳門1:0贏波的翌日,AFC答覆MFA:FFSL已提交包括當地國防、通訊、體育等部門有關安全保障的文件,提出如MFA堅持中立場建議,請直接與FFSL交涉。同日,MFA再向FFSL提出次回合改到中立場建議。

【8/6】FFSL答覆MFA重申,當地的賽事前期工作已準備妥當,又指包括中國在內的國家已解除對當地的旅遊警示。FFSL強調,十分重視和珍惜主場作賽的權利和機會,他們亦已向當地電視台支付現場直播的費用,因此維持在斯里蘭卡舉行次回合賽事的決定。

【10/6】MFA堅稱為保障球員安全,通知FFSL拒絕派隊到斯里蘭卡作賽。同日,AFC回覆對有關決定表示遺憾,並重申「正如FIFA和AFC的認知,#FFSL已經為賽事提供必要的安全保證。(FFSL has provided all the necessary safety and security guarantees for hosting the above match, as acknowledge by FIFA and AFC.)」

***MFA透過律師轉達:會認真檢討未來類似事件的處理方法,改善與球員直接溝通機制(目前全由教練與球員直接溝通),又計劃向AFC提案建立處理同類事件的機制,正徵詢FIFA意見。

The scandal of the Macau Football Association (MFA) abandoning a FIFA match has come to an end. The football sector is angry and even some players staged a protest. The relationship between the MFA and the players and the fans is seriously damaged. The President of the MFA promised to disclose the negotiation in a press conference on 6/6. So I send a letter to him on 14/6 to follow up on disclosing documents and other issues and hope that they can reply within a week.

The MFA contacted me through a lawyer they hired just before the deadline. They said that it is inconvenient to fully disclose the documents but they can allow me to read the communication without taking copies away. It is found that the MFA, without consulting any players, “represented” the players and their family to express their “security concern” and “mental stress,” as well as their refusal to participate in the match 10 days before the match.

——–Communication summary——–

[7/5] The MFA wrote to the FFSL and suggested that both the 6/6 and 11/6 should be moved to a neutral venue.

[13/5] The FFSL replied that the second match can be held in Sri Lanka and that the first one can be held in Maldive.

[14/5] The MFA replied that they are preparing to hold the first match in Zhuhai and they are pending reply from the Zhuhai authority.

[16/5] The MFA confirmed the detail for the first match in Zhuhai.

[23/5] The MFA wrote to the AFC regarding the security concern of playing in Sri Lanka.

[28/5] The AFC replied that they are concerned and that together with FIFA, they will demand the relevant parties in Sri Lanka to provide a detailed security solution and demand the Sri Lanka government to ensure the safety of the match. On the same day, the AFC wrote to the FFSL and asked them to submit the following materials before 4/6: 1. Insurance letter issued by the Sri Lanka government about the safety of the match; 2. The security plan submitted by the Sri Lanka security authority; 3. Stadium Safety Certificate; 4. Security plan during the match.

* [30/5] The MFA again voiced their concern about security and said that the Macau government has issued a travel warning on Sri Lanka and so they cannot buy insurance for their players. They also said “also our players have expressed their concern about personal safety and the mental stress they have to encounter and refused to participate in the competition, this will result in not enough players to participate in the competition.]

[4/6] The AFC told MFA that they have requested a security plan from the FFSL on 28/5.

[5/6] The MFA wrote to the FFSL and said that they “believe and trust” that Sri Lanka will provide the best security measures but stressed that they should respect the concern of the players and their family. MFA said that they have requested the FIFA and AFC to find a new neutral venue for the second match and that they are willing to pay for the additional cost. Otherwise, the MFA will be forced to abandon the match.

[7/6] The next day after the Macau team won by 1:0, the AFC told MFA that FFSL has submitted documents from the national security, communication and sports authority about the safety of the match. If the MFA insists on having a neutral venue, the MFA was told to directly contact with the FFSL. On the same day, the MFA again suggested that the match be held in a neutral venue.

[8/6] The FFSL told MFA again that the match is being prepared very well and that many countries including China have removed travel warning. The FFSL stressed that they value the right and opportunity to play as the home team and that they have paid the local TV station for the live broadcast. The FFSL insisted on playing in Sri Lanka.

[10/6] The MFA formally told FFSL that they refused to play in Sri Lanka for the safety of the players. The AFC said that they regarded the decision and stressed that (FFSL has provided all the necessary safety and security guarantees for hosting the above match, as acknowledge by FIFA and AFC.

*The MFA told us through their lawyer that they will reflect on their method
and improve their communication with the players (currently the players are contacted only through their coach). They also said they will contact AFC to establish a mechanism to deal with similar event based on the opinion of FIFA.
