【學社6.16小圈子特首選委選舉投票日聲明】

——The New Macau Association’s Statement on the small circle election for the Electoral Committee for the Chief Executive on June 16, 2019
今日,是行政長官選舉委員會委員選舉的日子,這是一場不折不扣的小圈子戲!最可悲的是,小圈子的人明知做戲仍樂在其中,而更多市民卻對無故「被代表」蒙在鼓裡。

一如去屆,新澳門學社決定在這個小圈子投票日發起集會,並不計較眼前得失成敗,而是希望在極度艱困的民主道路上,繼續保留一把堅定的聲音,讓特區政府不得迴避社會上長年的民主呼聲。

今日,全澳僅有569個社團,閉門內定5,700多名會員,從同樣由這些社團提名的350名候選人當中,揀選344名選委。這意味著全澳數千個註冊社團,以至超過30萬名合資格選民,均被排除於這場理應與澳門人息息相關的選舉。

絕對不能否認的是,雖然數百個社團能夠代表到其中一部分市民,但大部分市民,尤其是絕少甚至從無加入社團的市民,均喪失了透過選舉表態的政治權利。而我們深信,只有市民自己才是代表自己的最佳人選,透過一次又一次的直選洗禮、民主實踐,逐步築起成熟而堅實的公民質素。

對於有意見希望對這類以界別和社團為單位的間接選舉進行所謂改良,這是不切實際而且不合理的。因為隨著社會發展,各個界別難免均出現不同程度的細分化、專門化,同時其他未被納入的界別的參與需求亦越來越高,所謂的改良將是無邊無際、無窮無盡的,更無法回應大多數市民被排斥的不公平事實。

基於社會和經濟急速變遷,澳門社團的傳統地位備受動搖,代表性和認受性逐步減弱。再者,澳門是一個人口規模非常微細的社會,無論從人權保障、社會穩定、行政成本的角度,都有條件改革政治制度、實行全民直選,讓市民代表自己作出選擇,當然也為了自己的選擇而負起全責。

最後,新澳門學社在此嚴正聲明,抗議特區政府多年來漠視「重啟政改,普選特首」的訴求。我們無法接受,絕大部分澳門人選舉特首的一票,繼續被法律剝奪。因為,平等的選舉權和被選舉權,不只是《基本法》保障的公民權利,更是一項天賦人權!

The election for the Electoral Committee for the Chief Executive today is no more than a show orchestrated by the political elites in the small circle. Pathetically, those in the small circle are enjoying their puppet role in the play while the majority of the citizens are not aware of how they are purportedly “represented” by these puppets today.

Like before, the New Macau Association vehemently protests against the small circle election, notwithstanding the prospect of an immediate change. We must constantly reaffirm our commitment to the fight for democracy, however difficult the circumstances in Macau, ensuing the voice for democracy not neglectable by the Macau SAR government.

Today, 5,700 voters from 569 associations will elect 344 Electoral Committee member from 350 individual candidates. Thousands of associations and more over 300 citizens are excluded from an election which would implicate the life of every single Macau citizen.

The 569 associations only represent the will of a small fraction of the Macau population. The majority of the citizens, especially those are not affiliated with any association, are denied the political right to express their view with a vote. We believe that the citizens themselves are the best representatives of their own. A solid foundation of Macau’s civil society cannot be laid without chances for Macau citizens to take part in democratic processes.

In response to the voice for “reforming indirect elections” in respect of the sectors and associations, we argue that such reforms are impractical and unreasonable. As a result of rapid social and economic change, the diversification, fragmentation and specialisation of these sectors have made them obsolete and unrepresentative of the Macau society. No reform of indirect elections, except for their abolishment, can address the problem of the exclusion of the majority of the population from the political process.

The traditional associations have lost their past prestige, legitimacy and representativeness. In a small society like Macau, giving the people a vote in a direct election is completely practical, considering the factors of human rights, social stability and administrative cost. The Macau people will be ultimately responsible for their own choice.

Finally, the New Macau Association expresses an unequivocal opposition to the Macau SAR government for its disregard for the call for political reform and universal suffrage. The law that deprives Macau citizens of votes for the Chief Executive is no longer justified and acceptable. The equal right to vote and stand for elections is a fundamental right which is, not only given by the Basic Law, but also every Macau citizen is born with.

I am a Macau citizen! I want universal suffrages!

I want to choose the government!

I want to vote for the Chief Executive!
